Italy Advances Air Quality Governance with New EU Directive Transposition
Italy has taken a significant step toward improving air quality and protecting public health following the approval by the Council of Ministers of a legislative decree transposing the EU Air Quality Directive (EU) 2024/2881. The measure updates the national regulatory framework and strengthens the country's ability to address air pollution challenges while aligning with increasingly ambitious European environmental objectives.
According to the Italian Ministry of Environment and Energy Security, the new legislation introduces stricter limit values for key atmospheric pollutants, including PM2.5, PM10, nitrogen dioxide (NO₂), and sulfur dioxide (SO₂). These tighter standards will progressively apply from 2030, reflecting the roadmap established at the European level to achieve cleaner air across Member States.
A central element of the reform is the strengthening of air quality planning and management mechanisms. Regional and local authorities will be required to adopt air quality plans within defined timeframes whenever legal limits are exceeded. These plans must ensure that pollutant concentrations return to acceptable levels as quickly as possible. The directive also introduces dedicated “roadmaps” designed to support the transition toward compliance with future European targets.
The new framework maintains the crucial role of regions and municipalities in implementing local measures while promoting stronger coordination between different levels of government. At the same time, it places greater emphasis on citizen engagement through more accessible and timely information on air quality conditions and risks.
Another noteworthy aspect is the increased attention to indoor air quality. The legislation introduces reference values and risk assessment procedures for sensitive indoor environments such as schools, offices, and hospitals, recognizing the growing importance of healthy indoor spaces in urban sustainability and public health strategies.
